Our Leesburg roofing service area is not one kind of house. The city hub on the main site treats Leesburg as a single market; this page is the roofer's map. Royal Highlands went up from 1999 to 2006 and the first Legacy of Leesburg streets from 1999, so both are now at the age where insurers start asking about the roof. Scottish Highlands and the early Pennbrooke Fairways phases are 1980s homes that trigger Lake County's sheathing re-nail rule on a re-roof. The Lake Griffin side of 34788 holds the big manufactured-home parks. Palmora Park and the in-town ranches date to the 1950s and 60s.

The census numbers back that up. Leesburg's median year built is 1985, and 56.8 percent of homes were built before 1990 (ACS 2024 5-year). About 9 percent of the housing inside city limits is manufactured, and that figure does not count the large parks that sit just outside the line. Roof repair in Leesburg means knowing which decade you are standing on before you climb the ladder.

Every community below gets the same offer: a free roof inspection with photos and a written summary, a repair quote when a repair is the honest answer, and a replacement quote only when it is not.

Royal Highlands (built 1999-2006)

Royal Highlands is a gated 55+ community of about 1,500 homes on US 27 South in 34748. The whole neighborhood was built in a seven-year window, so the roofs are aging together: the oldest original shingle roofs are now past 25 years and the newest are around 20.

That matters for two reasons. Under F.S. 627.7011(5) an insurer may not refuse to write or renew a policy solely because a roof is under 15 years old; once a roof passes 15, the carrier can ask for an inspection showing at least five years of useful life. Citizens goes further and asks for documentation on shingle roofs older than 25 years. A Royal Highlands homeowner on an original roof is squarely inside both windows.

What roofs of this age show: lifted and cracked pipe boots, granule loss on the south and west slopes, brittle ridge caps, and nail pops that have worked through the shingle. Many are candidates for a targeted roof repair plus a written condition report rather than a full tear-off. When the mat is brittle across the field, we say so and quote the replacement. ARC approval is typically required for a new roof here; we submit the paperwork.

The Plantation at Leesburg (1987-2008)

The Plantation at Leesburg is the largest 55+ community in the city, about 2,820 homes along US 27 South built in phases from 1987 to 2008. A 1980s phase and a 2000s phase can sit two streets apart, which is why we never quote Plantation roofs from the street.

Phase matters on the permit, too. Lake County's re-roof checklist requires sheathing re-nailing (8d nails at 6 inches on center) on detached single-family homes built before March 1, 2002, so most of the Plantation qualifies and the newest sections do not. We photograph the re-nail for the inspector; it is a code step, not an upcharge.

Listings in the Plantation show shingle roofs. The common problems at this age are storm-lifted shingles after a summer cell, soffit and fascia rot where gutters overflowed, and skylight flashing on the lanai additions. If a 1990s roof has had more than one patch already, the repair-or-replace decision comes down to the 25 percent rule and the condition of the mat, and we walk you through both.

Highland Lakes (1990-1999)

Highland Lakes is a gated community of about 938 homes, houses and attached units, on US 27 South near SR 48. Built across the 1990s, every original roof here is now 27 years old or more, which puts the whole neighborhood past the Citizens 25-year shingle threshold and well past the 15-year point where other carriers can request an inspection.

Because the homes predate March 1, 2002, a re-roof here includes the sheathing re-nail. Because the roofs predate the 2007 Florida Building Code (in force March 1, 2009), the 25 percent rule still applies: repair more than a quarter of any roof section within 12 months and the code calls for the whole section to be replaced. We lay that out in writing before a repair so nobody is surprised on the second storm.

Attached units bring a shared-roof wrinkle. We coordinate with the HOA on who signs for what and keep the scope to your side of the firewall unless the association tells us otherwise.

Legacy of Leesburg (1999-2017)

Legacy of Leesburg is a gated 55+ community of about 1,000 homes with the widest build range on US 27 South, 1999 through 2017. Recent listings there show roof replacements dated 2018 to 2025, so a block may hold a brand-new roof, an 8-year-old roof and an original 2001 roof side by side.

For the pre-2009 homes the situation looks like Royal Highlands: insurer inspection letters at renewal, aging boots and ridge caps, and the 25 percent rule on repairs. For the 2010-2017 homes the roof was built to a newer code; the 25 percent rule no longer forces a full section replacement, and a leak repair stays a leak repair. We check the permit date before we recommend anything.

Wind mitigation is the other Legacy conversation. The OIR-B1-1802 form was revised (Rev. 04/26) and the new revision is mandatory for inspections dated 04/01/2026 or later; older forms are accepted only if completed within the prior five years. Homeowners whose 2019-2020 form is expiring will run into this at renewal. See the inspection page for what the form covers.

Arlington Ridge (2005-present)

Arlington Ridge is a guard-gated 55+ community of roughly 629 homes, built from 2005 onward, with the newest sections still being completed. These are the youngest site-built roofs in our Leesburg service area. Listings describe shingle roofs throughout.

Roof questions in Arlington Ridge are usually about storms, not age: shingles lifted by a downburst, a cracked pipe boot, a ridge vent that let in wind-driven rain. Milton brought a gust of roughly 83 mph to Leesburg International Airport in October 2024 (per the National Hurricane Center report), and newer roofs took damage along with older ones.

Some sections of Arlington Ridge have HOA fees that cover exterior maintenance; which sections and what the roof terms are is something we ask you to confirm with your association before we quote, so that nobody pays twice. Roofs built after March 1, 2009 are exempt from the 25 percent rule, which keeps a storm patch a patch.

Pennbrooke Fairways (1980-2004)

Pennbrooke Fairways is a 55+ golf community of about 1,200 homes that began in 1980 as a manufactured-home community and later added site-built homes, finishing around 2004. That history means two roofing systems in one neighborhood: low-slope metal and roll roofs on the earlier manufactured homes, and shingle roofs on the later site-built phases.

For the 1990s site-built homes the conversation is the same as Highland Lakes: pre-2002 re-nail on a re-roof, 25 percent rule on repairs, and insurer letters once the roof passes 15 years. Pennbrooke has an HOA with approval steps; we handle the submission.

Scottish Highlands (1983-1992)

Scottish Highlands is a 55+ community of about 653 homes and condos on Haines Creek Road (CR 473) in 34788. Built between 1983 and 1992, it is the oldest planned community on this list, and it sits in unincorporated Lake County, so roofing permits go through the county office in Tavares, not City Hall.

Every home here predates March 1, 2002, so a re-roof includes the sheathing re-nail, and it predates the 2007 code, so the 25 percent rule applies to repairs. Original decking is usually plywood that has seen 35 to 40 Florida summers; we price rotten sheets per sheet in the contract and photograph every sheet we replace. The condo buildings have shared roofs managed by the association, and we quote those to the association directly.

The Lake Griffin and Haines Creek side (34788)

East of US 441 and north toward Lake Griffin, 34788 is mostly unincorporated Lake County with a Leesburg mailing address. Silver Lake and Silver Lake Estates near the airport date from 1947 into the 1980s, with no HOA on most streets. Along Lake Griffin sit Lakeside Village, Lake Griffin Harbor Village and Mid Florida Lakes (built 1969, about 1,125 units), plus Lakes at Leesburg on US 441 and Scottish Highlands on Haines Creek Road.

Two practical points. First, almost all of 34788 permits through the Lake County Office of Building Services, where residential re-roofs are auto-issued online, which usually means a faster start than a city permit. Second, this side of town is where the older site-built ranch roofs and the manufactured-home roofs meet, so a single afternoon of inspections can run from a 1960s gable with three layers of history to a 1980s single-wide with a leaking lap seam. We carry both skill sets on the truck.

Manufactured-home communities

Leesburg has one of the deepest concentrations of 55+ manufactured-home communities in Lake County. With Leesburg addresses: Hawthorne at Leesburg (resident-owned co-op off US 27, homes from the mid-1970s on), Coachwood Colony on Leisure Lane, Spanish Village on US 27 South, Bonfire Mobile Home Village with Chain of Lakes access, and on the 34788 side Mid Florida Lakes, Lake Griffin Harbor Village, Lakeside Village and Lakes at Leesburg.

These roofs fail differently from a shingle roof: lap seams open, fasteners back out, old roof cement cracks, and ponding water finds the low spot. The fixes are seam repair, silicone coating over sound metal, or a full metal roof-over, each explained on the mobile home roofing page. Park rules, lot-lease terms and co-op approvals vary, and we ask about them before we schedule.

Palmora Park and the in-town ranches

Palmora Park on the Lake Harris side of 34748 was platted in the 1950s and 60s, and the streets around downtown, the hospital and CR 44 are full of ranches and bungalows from the same era. Many have been re-roofed two or three times. These are the homes behind the census figure: a median year built of 1985 and more than half the city's housing predating 1990.

On a 1960s or 70s ranch the questions are structural as often as cosmetic: multiple layers of old roofing that must come off, 1x6 plank decking with gaps wider than code allows, undersized or missing drip edge, and ventilation that was never designed for a sealed, air-conditioned house. A landlord with a 1978 ranch off CR 44 usually wants a straight answer on whether the roof will pass a 4-point inspection for the next tenant's insurance; our free inspection gives that answer in writing with photos.

New subdivisions: Lake Denham Estates, Hodges Reserve, Park Hill

Leesburg is also growing. Lake Denham Estates on US 27 across from Lake Harris (569 lots, building since 2021), Hodges Reserve on Dewey Robbins Road (163 homes) and the planned Park Hill-Lakeside near the Sleepy Hollow Sports Complex are all new roofs built to the current Florida Building Code.

Nobody in these neighborhoods needs a replacement. What they call us for is a storm repair that the builder's warranty department is slow on, a second opinion on a workmanship defect such as an unsealed pipe boot or a short-nailed ridge, or a wind mitigation inspection to make sure the new roof's features are reflected on the insurance form. We put the finding in writing so you can take it back to the builder.

Two permit offices, one city name

Roofing permits in Leesburg are issued by two different governments, and which one applies depends on the parcel, not the mailing address.

  • Inside city limits (most of 34748): City of Leesburg Building Division, 501 W Meadow St, Leesburg, FL 34748, (352) 728-9700, Monday to Friday 8:00 to 4:30. Permits are filed through the city's online OPRS portal, and the contractor must be registered with the city first.
  • Unincorporated Lake County (most of 34788, Haines Creek, and the US 27 South 55+ corridor outside city limits): Lake County Office of Building Services, 315 W Main St, Tavares, FL 32778, (352) 343-9653. Residential re-roof permits are auto-issued online, with a final inspection and a notarized re-roof affidavit at the end.
